Our Mandate

A cleaner Delhi, by design.

The Union Territory of Delhi, with a population of around 18 million, is one of the biggest metropolitans in the world. One of the major goals of the Government is to make Delhi a centre of urban excellence — a well-managed, clean and hygienic city.

Cleanliness is the most vital indicator of good urban management. Poor solid waste management practices affect the health and amicability of the metropolis in many ways — transmitting diseases among residents and causing environmental degradation, including emission of greenhouse gases from landfills.

As per the Municipal Solid Waste (Management & Handling) Rules 2000, the collection, segregation, storage, transportation, processing and disposal of MSW is the responsibility of the local bodies.

What DEMS Does

Core functions of the department.

DEMS runs the largest municipal solid waste operation among all Union Territories in India.

Solid Waste Management

End-to-end collection, segregation, transport, processing and disposal of municipal solid waste.

Plastic Waste Management

Regulation and processing of plastic waste in line with national Plastic Waste Management Rules.

Door-to-Door Collection

Scheduled collection of municipal solid waste directly from households and establishments.

Street Sweeping

Regular sweeping of roads and streets across all zones under MCD jurisdiction.

Decentralized Waste Processing

Local processing facilities that reduce the volume of waste sent to landfills.

Sanitary Landfill Maintenance

Upkeep of Sanitary Land Fill (SLF) sites at Bhalaswa, Ghazipur and Okhla.

Waste-to-Energy Plants

Operation of WTE plants at Okhla, Bawana and Ghazipur, converting waste into electricity.

Public & Community Toilets

Maintenance of public toilets, urinal blocks, dustbins, dhalaos and open sites citywide.
